Dear Mr. President:

After reading the “Presidential Task Force Report on Puerto Rico's Status”, in reality not all of it but just the ten pages that cover the “Task Force Status Recommendations”. I am very much disappointed in the time, and amount of monies wasted with this Report.

The Report is 122 pages long and only ten (10) address to the Status, of course there are another seven (7) covering the association and background of the Status, which I did not read since I have lived all of it on the island since 1952. I know the problem today IS the STATUS. As long as this problem is not solved everything will continue to decay on the island.

By you adding the study of the Economic Development Problems on the island all you have done is what any politician that do not want to lead would do. Include some related problems not directed connected with the problem but related non the less to muddle the report and try to get the people talking about those problems and forget the principal problem which without solving that pain problem, Status, the others are irrelevant.  As you have seen by the respond in Puerto Rico and here on the mainland it did not work.  Everyone is talking about the Status and are not paying attention to what you thought was going to help forget the problem.  The Status problem is TOO big to try to blow it away with what you did.

Now, I repeat myself, the BIG MAIN problem is the STATUS, every thing else is immaterial at the moment. This from a Puerto Rican point of view.

Even though the report basically does not say anything new it does ratify what every one knows and every other report have said. The Commonwealth (ELA) is a Territory and under the Constitution it falls under the Congress powers. I know non of the administrations including your own have wanted to call it by its true name. . . “a Colony” because of the United Nations. For that reason I will continue with the white lie and call it the Territory of Puerto Rico. OK we now the Status is the problem and to solve the problem you can only offer solutions that do not include the problem itself. In other words the alternatives themselves must be non-territorial alternatives.

Last year in the 111th Congress the House introduce HR 2499 that initially did address this problem as it was originally introduce.  The PPD or the Popular Democratic Party of Puerto Rico opposed this proposed law because the Commonwealth was not an alternative in the second vote. But of course it was in the first vote and they new that they would lose the first vote and then they would be completely out of the political game.

The strategy was to look for what I can only call a naïve and ignorant Representative in the Committee and introduce the fourth alternative to the second vote.  Unfortunately, the rest of the Committee turn out to be as ignorant as the Representative from North Carolina (I believe) ad approved that particular amendment.  Thus HR 2499 went to the Senate where there it did stay.

Mr President a solution MUST be a solution and not just a piece of candy just to please someone. HR2499 as it was originally presented is the right legislation to solve the main big problem Puerto Rico has. The first vote if you want to clarify it to can mention directly the Commonwealth.  But not on the second.

By including the Commonwealth as an alternative to the problem of the status, when the Commonwealth is the problem . . . IS NO SOLUTION AT ALL.

Please Mr President we need someone that can lead in this regard. Can you lead?
