Puerto Rico Gubernatorial Elections

Through 1964 the PPD won the elections with a substantial percentage of the vote. Don Luis Muñoz Marín efforts to unite the people had paid off.  Jesus T Piñero, appointed by the President of the United States became the first Puertorrican to become Governor.

In 1948 Don Luis Muñoz Marín became the first elected Governor of Puerto Rico and ran the island through the 1964 elections. In 1952 Muñoz invent the now controversial "Estado Libre Asociado or Commonwealth (ELA)".  Due to an internal split in the party, the PPD loss the election in 1968 to the PNP,barely about a year after it was founded by Don Luís A Ferre. After not a very successful four years the party gain support and basically divide the electorate in half.

In 1967 Don Luis A Ferrer a lider within the PEP (see above), decided to eliminate the PEP and incorporated  the PNP to bring together all those Democrats and Republicans  that supported Statehood for the island. Ever since the first general election in 1968, the govenatorial elections every four years have been on a 48% - 48% - 4% ratio (give or take 2 to 6 points) with the PPD and the PNP exchanging control of "La Fortaleza".

Plebiscite Notes:

ELA stands for Estado Libre Asociado or Commonwealth. Plebiscites in 1967 and 1993 were regular ones with all the alternatives, Commonwealth, Statehood, and Independence present on the ballot. The PNP for the 1998 plebiscite decider to leave the Commonwealth out of the ballot and included the Associated Territory (whatever that was). The PPD decided not to participate and was able to include "None of the Above" in the  ballot. (the vote for None of the Above, is in the table under the ELA column).

Both parties, PPD and the PNP, during all these plebiscites were very loos on the "definitions" of the "Jíbaro Statehood (hillbilly Statehood) by the PNP and the PPD with "Culmination of the ELA". Since then the PNP has come to realized that statehood is one as the other 50 States, however, the PPD has fail to define what they really want.  By what they say, one can assume that they want something similar to what they have today plus control of Customs, be able to enter into international agreements without the Federal government intervention, elimination of the Cabotage Law among other things.

One thing mainland politicians must understand is that island politics are nothing like politics on the mainland.  Politics in Puerto Rico is like a sport that runs 24/7, 365 days a year after year.

* 1998 Plebiscite numbers above are correct BUT the PPD decided "Not to Participate" in the election and asked their followers to vote under "Non of The Above" column.  The PPD came out with only 0.3% of the votes and "Non of the Above came out with 50.3%.  As mentioned above I have used the "Non of the Above" numbers since in reality these were PPD followers following instructions.
